Added to your audit
On top of the $1,500 audit, so it is $2,500 charged today for both. Start a plan within 90 days and the $1,000 comes back off it, so seeing your site first is free.
On its own, app or website
For an app, or a site with no audit behind it. Scope decides the price, so it starts with a short call and a quote before any work begins.
Why it is a step of its own
The audit is research and a plan is a month of build work followed by a year of running it. The prototype sits between them so nobody signs off on a year of payments for something they have only read about.
That is also why the fee comes back. Once you start a plan, the prototype counts as the first week of the build, shown to you early.
